The Economics of Land Use
Tuesday, July 17th  at 6:30 in the Willington Town Hall

Connecticut towns struggle with their budgets and wonder why the mill rate seems to always be increasing, and often turn to economic development as a solution. But development is a paradox: it can be a source of revenue, but at the same time it can be a threat to a town’s rural character, and the impact on town services can increase future taxes.
The Economics of Land Use: How land use decisions affect the mill rate will be given by Paula Stahl, Community Planning and Finance Educator.  She holds an MBA in Finance and a BS in Landscape Architecture, and was a municipal finance director in Connecticut for 12 years. The program will give an overview of the issues, delve into analysis and offer practical solutions.  
Using hypothetical shifts in land use, from vacant to developed, the impact to the mill rate will be examined.  Alternatives that preserve open space, lessen the pressure to increase the mill rate and increase the community’s quality of life will be presented.
Using maps, diagrams and photographs, this ‘dry’ subject will come alive, and the forum will provide ample time for discussion.  
The Green Valley Institute is a partnership between the Quinebaug-Shetucket National Heritage Corridor and the University of Connecticut College of Agriculture and Natural Resources and numerous other partners.  The focus of the Green Valley Institute is to improve the knowledge base from which land use decisions are made by building local capacity to protect and manage natural resources as our region grows.
